  1.           U.S. SUPREME COURT ONLINE DISSEMINATION OF OPINIONS

  6. On May 11th, 1990 the United States Supreme Court announced that it was
  7. beginning a two-year experimental program called "Project Hermes." The
  8. objective of this project is to rapidly provide copies of the Court's
  9. opinions in electronic form to as wide an audience as possible.

  11. Twenty organizations applied to be a part of this project, 12 were
  12. accepted; and one of the successful applicants was a noncommercial,
  13. nonprofit, consortium composed of Case Western Reserve University
  14. (CWRU), EDUCOM, and the National Public Telecomputing Network (NPTN).
  15. What this means for YOU is that you will now be able to receive
  16. electronically the full text of the Court's opinions within minutes of
  17. their release--FREE.

  19.    It will work like this...
  20.  
  21. When the Court decides to release an opinion or set of opinions, a
  22. computer at the Supreme Court Building will open-up 12 telephone lines
  23. and simultaneously send copies to its primary distributors.  In our
  24. case, it will be received by a CWRU computer here in Cleveland where a
  25. special program will clear out the various printer codes from the
  26. document.  Two things will then occur.  First, a copy of each of the
  27. "clean" documents will be sent electronically to the EDUCOM offices in
  28. Washington D.C. EDUCOM will then place the files on both the Internet
  29. and BITNET networks for distribution to the academic and research
  30. community. Second, and at the same time, copies will be distributed
  31. across all NPTN affiliated community computer systems.

  33. You may have the Court's opinions sent directly to you if you have
  34. access to either a BITNET or Internet computer (many, if not most, major
  35. universities are connected to one service or the other); or you may
  36. download the files directly from any NPTN community computer system.
  37. There is no charge to receive this service beyond whatever fees your
  38. university computing center might have, or the cost of a telephone call
  39. to an NPTN affiliate.
